Founder and President
Our story began with founder and president, Vickie Wagner, who couldn’t stand by while healthy, loving dogs were euthanized simply because shelters had no space. It all started with a German Shepherd named Willow, labeled “rescue only” due to perceived aggression. When Willow laid her head in Vickie’s lap with a sigh of relief, Vickie knew her calling: to save these dogs. Since that day, she has rescued over 10,000 dogs from high-kill shelters.
Every dog we save goes straight to our veterinarian for a full health check, vaccinations, deworming, heartworm testing, spay/neuter, microchipping, and any needed treatments. They’re bathed, given flea prevention, fitted with a collar and ID tag, and walked multiple times a day. We spend time with each dog to learn their personality, ensuring the best possible match with their future family.
Vickie is passionate not only about her rescue, but is also a full-time dog trainer.
Eloise Rescue is a 501(c)(3) nonprofit organization (Tax ID# 47-3699493) based in West Los Angeles, dedicated to saving as many animals as possible. We welcome fosters, volunteers, and donations with open arms, and every animal in our care is fully vetted, loved, and supported.

Dr. Jeff Werber of Value Vet Group has been a trusted friend and supporter of Eloise Rescue’s president for over 40 years.
Throughout this time, he has taken a hands-on role in sharing his expertise, ensuring our team has the knowledge and skills to provide the best care for our rescue dogs.
Dr. Werber is always available when our dogs need him, offering unwavering kindness, compassion, and guidance. He keeps our board informed of any veterinary concerns and remains an active, invaluable member of our rescue family.
